Excerpt: The RCM (Regulatory Compliance Mark) is mandatory for RF products sold in Australia and New Zealand. How to verify a supplier’s RCM claim, and what to require in writing before the first shipment.
Introduction
RCM is the Australian / New Zealand equivalent of CE-RED for the EU. It is mandatory, it is enforced, and the consequences of an RCM violation at the AU customs are serious. Here’s the wholesale buyer’s guide to verifying RCM before you commit.
What RCM actually is
The Regulatory Compliance Mark (RCM) is a single mark that covers three Australian / New Zealand regulatory schemes: (1) ACMA for radio communications, (2) EESS for electrical safety, and (3) EMC for electromagnetic compatibility. For an RF remote sold in AU/NZ, the ACMA registration is the binding requirement. The mark must be physically on the product or its packaging.
Who is liable under RCM
The Australian supplier / importer is the responsible party — not the foreign factory. If you are the first entity importing RF products into Australia, the ACMA registration must be in your name or your local distributor’s name. A factory-held RCM does not transfer; each importer must re-register.
How to verify a supplier’s RCM claim
Ask for: (1) the ACMA Supplier Code (a 5-character code issued to the registering supplier), (2) the test report covering AS/NZS 4268 (the AU equivalent of EN 300 220). A legitimate factory will provide both. If the supplier says ‘we have RCM’ but cannot produce a Supplier Code, do not accept the shipment.
What to require before your first shipment
A signed declaration that: (1) the product is RCM-compliant, (2) the test report covers the specific model/SKU you are buying, (3) the supplier will indemnify you against any RCM violation claim arising from the product. This last point matters because if the supplier’s RCM is fraudulent, the importer (you) bears the customs penalty.
Why this matters for your 2026 sourcing
Australia is the third-largest market for garage-door remotes in the Asia-Pacific region by unit volume, after Japan and South Korea. The penalty for an RCM violation is AUD 11,000+ per non-compliant product variant. For a 500-piece first shipment, that is a meaningful exposure. Verify RCM in writing before you place the order, not after the first container arrives.
