Housings, shells and non-electronic parts are ordinary importable goods. Transponder chips and immobiliser coding devices are treated differently in many jurisdictions, and selling or using them can require authorisation. Before anything else, establish which side of that line your products sit on — with a customs broker in your market, in writing, not on a forum.

The Checklist
- Classify every SKU. Housing, shell, blank, remote board, transponder, programmer. Different categories, different rules.
- Get the compliance position in writing. CE-RED and RoHS for electronic SKUs into the EU; FCC Part 15 for North America. If a supplier cannot state which document covers which SKU, that is the answer.
- Confirm HS codes with a broker. Housing and electronic remote are commonly classified differently and the duty difference is material.
- Verify the test report model number matches the model number on your purchase order, in writing.
- Check the destination market's immobiliser rules before importing any programming or coding equipment. This is the step that decides whether your range is legal to sell.
- Agree the label format before production, including any language requirements for your market.
- Request a pre-shipment sample of the actual production batch, not the sales sample.
The Question That Separates Manufacturers from Trading Companies
Ask who designed the PCBA. A manufacturer can answer with a board revision history. A trading company changes the supplier and cannot. That single answer tells you who you are dealing with and who will still be there when a field issue needs fixing.
